How to finance a ship waste management system...

On January 1st 2011 the financing system for oily and greasy ship waste stipulated in the CDNI will be launched in Belgium, Germany, France, Luxembourg, the Netherlands and Switzerland.
The CDNI is a waste treaty elaborated and ratified by the member states of the Central Commission for the Navigation of the Rhine (CCNR) and Luxemburg. It establishes internationally uniform regulations for the collection and disposal of waste produced during navigation.
As far as oily and greasy ship waste is concerned, the CDNI contains a financing model based on the polluter pays principle and the principle of indirect payment. On one hand this means that vessel operators are held liable to bear the costs for the collection and disposal of bilge water, waste oil, and other oily and greasy waste. On the other hand the deposit of oily and greasy waste itself is free of charge at a dense network of waste reception stations.
The disposal charge is levied indirectly in connection with the vessels’ fuel consumption.
For every 1,000 litres of gas oil, a fuel charge of € 7.50 has to be paid. The actual payment has to be made in advance to a so-called ECO-Account, which is debited at the time of bunkering. For this transaction respective ECO-Cards are issued to the ship operators. The ECO-Card has to be presented at the bunkering stations, which are equipped with terminals for debiting.
The fuel charge tariff and the procedure of payment are uniform in all contracting states. The administrative task of levying the fuel charge from the ship operators and the distribution of the incomes to the waste reception facilities are carried out by a so-called National Institution in every state. In order to secure the financial equilibrium between these institutions, an international procedure for financial equalisation is provided.
